GetIt Package Manager Invalid Typecast in new Tokyo 10.2.3 install

I've recently installed Tokyo 10.2.3. When I launch GetIt Package Manager from the Tools menu, I get an Invalid Typecast error. GetIt Package Manager does appear after closing the error dialog. However, no available packages are shown. Another member of my team is seeing the same issue. However, I've searched online and I can't find another reference to this issue. Any ideas why this is occurring for us?

After I posted the stack trace, I noticed some of our own packages listed in the stack trace. If I disable our packages, the invalid typecast no longer occurs. I've narrowed it down to our TeeChart package.
