Enable OTW configuration for XE 7

I'm trying to configure Interbase XE 7 for OTW configuration. I have Open SSL installed. I'm using the steps here:

It says to download the openssl config file from this URL:

But I get this message when I try:

Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

I tried using the standard config instead and I get stuck here:

Signing the key
To sign the key request file with your private key, on the command line run:
c:\certs\key.pem in c:\certs\csr.pem -out c:\certs\ibservercafile.pem}}
type the password you set before.
The file ibservercafile.pem is created on the c:\certs folder. Use this file on your clients.

The command line appears to be executing key.pem, which probably needs an association to execute. Not sure where that is set up.

Any help would be greatly appreciated.
