I have several questions:

1.) Does FireDAC supports oracle client 12c-64 bit running in 32-bit target platform code base?
2.) Is there any huge performance difference running app in 32-bit and 64-bit target platform?

No. 32 bit apps can not load 64 bit dlls (the Oracle client) and vice versa.
the bitness of the dll's must match that of the exe.

Should basically be none as the bitness really has little to no impact on the
performance. The main thing you get with 64 bits is access to much larger
address pools for memory, but that is not a performance thing.
