Why are we not able to upgrade without total uninstall/reinstall? 10.2 could run without uninstalling 7, but 10.2.1 requires uninstall of 10.2?

Because Update Packs always require full reinstalls. Embarcadero
doesn't make incremental installers yet (and likely won't anytime
soon). That is why they are pushing the GetIt-based installer rather
than the ISO-based installer, to reduce the overhead of (re)installing.

Those are completely separate and independant versions.

Yes, because that is just how the installer works.
