The 18.0 folder belongs to 10.1 Berlin, not 10.2 Tokyo (not Berlin!). Are
you actually trying to install a Berlin package binary into Tokyo? Or are
you actually using Berlin and just typed the wrong version number? If you
are actually using Tokyo, then you can't use Berlin package binaries as-is
in Tokyo (or any other version). Packages are version-specific, they must
be compiled for each IDE version separately.
