Mouse cursors don't know anything about drop shadows. That is implemented
by the OS when it is using a cursor. Simply create your custom cursor as
needed, and let the OS decide whether to attach a drop shadow to it or not.

Does your custom cursor have an alpha channel?

After couple hours of investigation, I decide to not use custom cursor.
When i set my cursor with API function SetSystemCursor(), OS draws shadow OK,
but with Screen->Cursor = crTestCursor, shadow is never visible.
