PDO exception

I am using a Firebird database connection in my H5B app. The PDO
extension for Firebird is properly registered in php.ini. My site is
running on IIS 8.5

When I connect to the database the first time I get an exception at
rpcl\dbpdo.inc.php Line: 454

"Application raised an exception class EDatabaseError with message
'Can't connect, PDO Exception: SQLSTATE[HY000] [335544373] operating
system directive OpenProcess failed'"

If I then hit refresh, it connects. Can anyone shed some light on this
problem?
