When I tried to open:
http://docwiki.embarcadero.com/CodeExamples/XE7/en/PopupMenu_(Delphi) I
got this error:

A database error has occurred. Did you forget to run
maintenance/update.php after upgrading? See:
https://www.mediawiki.org/wiki/Manual:Upgrading#Run_the_update_script
Query: DELETE FROM `cde_xe7_en_l10n_cache` WHERE lc_lang = 'en'
Function: LCStore_DB::startWrite
Error: 1205 Lock wait timeout exceeded; try restarting transaction
