10.2 error ([dcc32 Error] E1026 File not found: 'Controls.res')

Hi, I have installed and uninstalled multiple times for 10.2.

Every time I compile a new VCL project I get:
[dcc32 Error] E1026 File not found: 'Controls.res'

and for a FMX project:
[dcc32 Error] E1026 File not found: 'FMX.Filter.res'
[dcc32 Error] E1026 File not found: 'FMX.Controls.Win.res'

In Environment variables, there is no Platform variable. In the Delphi Options Library path (under Tools > Options), the Library path is:
$(BDSLIB)\$(Platform)\release;$(BDSUSERDIR)\Imports;$(BDS)\Imports;$(BDSCOMMONDIR)\Dcp;$(BDS)\include"

Older versions such as 10.1 and Seattle and XE8 do the same. Any help would be appreciated. Thanks

Also, I am running a Win7 32bit VM under Fusion 8.5.5.

I do remember there being an issue once with the Public\Documents folder which is sometimes also called Public\Public Documents
C:\Users\Public\Documents\Embarcadero\Studio\19.0

I would reinstall into a different directory but looks like this is not allowed with the 10.2 web installer.

OK, I found a solution this issue.

In Projects > Options I added a search path C:\Program Files\Embarcadero\Studio\19.0\lib\win32\release and now all the programs run. Not sure why I had to do this.

Add C:\Program Files\Embarcadero\Studio\19.0\lib\win32\release to the Projects > Options search path

Tools > Options > Library > Set platform (e.g. Windows)
Set Library path: $(BDSLIB)\$(PLATFORM)\Release
