How many "try finally" commands can interfere with the processor?
ex:
   DataSet.DisableControls;
   try

       Do Something1;

      dataset2.DisableControls;
      try

         DoAlgo2;

     finally
        dataset2.EnableControls;
      end;
   finally
     DataSet.EnableControls;
   end;

Can this slow the computer's processor slow / damaged?

It cannot damage the processor, no. And any slowness it might incur is
very minimal (just the nature of stack-based exception handling), and
is isolated to just the calling thread.
