I am unable to add a new library path in the IDE because the 'add' and 'replace' buttons remain disabled.

I've never seen this problem in the many other versions of Delphi that I have used in the past

Am I missing something? Or has something been introduced in Delphi 10.2?

Those buttons are disabled when the path typed in the edit box is
already in the list, or the edit box is empty.
