Howard Hinnant has written a C++ date library that is being proposed for inclusion in the C++ Standard Library ( see http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2017/p0355r3.html ). The code is open source, well-documented and available at https://github.com/HowardHinnant/date . I'm writing a tutorial on using the library and it has extensive notes on how to use it with bcc32c.exe, the Clang-based Borland compiler.
