Hello,

The new Embarcadero IDEs (e.g. Berlin) do not come with a resource file editor. The old Borland C++ Builder IDEs did. Any suggestions for a resource file editor I can use with Berlin?

XN Resource Editor is good (although I've mostly used it for inspecting
and modifying executables, not for editing resource files directly).

Visual Studio Community should also work.

Melanders Resource Editor it's very good and free.

I checked this one out and it does look good.
But, it could not find any of the OWL .rc and .rh files that I included. Do you have any idea how to specify search paths?

There are TONS of resource editors readily available, use whichever one you
want, they will all work fine.
