I see that Surface Pro and Desktop are available for Windows (and a lot of Android and Apple stuff). Are there any requirements for Windows Mobile to develop programs for? I know it should be an Intel CPU, but further? Will the device show up in a possbile target list? As an Android device would? I cannot find any information on programming Windows Mobile on Embarcadero's site so thought of asking here.

Maybe you mean Windows Phone. (Mobile was based on Win CE..) but both platforms are not supported.
Also support for Win RT is not possible.
