Do you have a compatible ADB driver installed for the tablet? Did you put
the tablet into developmen mode? Does the command-line ADB app see the tablet?
The IDE simply shells out to ADB, so if ADB cannot see it then neither can
the IDE.

I did not ask if Windows sees it. I asked if ADB ("Android Debug Bridge",
which is part of th Android SDK) sees it. There is a big difference. See
http://developer.android.com/tools/help/adb.html for how to use ADB.
