Using RadStudio XE8 (C++Builder), I have two Android devices (a Kindle Fire and an HTC One Max) that I am able to test with and everything works fine, which indicates my Windows 7 PC and RadStudio are setup correctly to access Android devices.

I just added an Asus Transformer 103C Pad, but RadStudio can't see it for some reason.

1) I connected the device to the PC and it installed the "normal" driver.
2) I went into Settings -> About -> Software Information -> and tapped on the Build Number 7 times, which enabled the Developer Options
3) I went into developer options and enabled USB debugging
4) This instantly caused my PC to see a new device and install the ADB Interface driver
(it also popped up a dialog on the ASUS and I agreed to let my PC access it)
5) I go into device manage and see ASUS Android Device -> ASUS Android Composite ADB Interface
"This device is working properly."
Driver Provider: ASUSTeK COMPUTER INC
Driver Date : 3/16/2015
Driver Version: 8.0.0.3
Digital Signer: Microsoft Windows Hardware Compatibility Publisher

Everything looks good, but when I go into Project Manager and select Android - Android SDK 24.0.2 32 bit and refresh Target, it won't find my Asus.
If I unplug the Asus and plug the Kindle in, RadStudio sees it and I can debug to it w/o a problem.

What am I missing?
How can I diagnose this?

It seems that your device has an Intel processor instead of an ARM one. Intel processors are not still supported in RAD Studio.

After about 1/2 hour it suddenly showed up and has been there ever since.
I didn't change anything to cause that. Not sure why it wasn't showing up initially and suddenly is.

(I had even totally restarted Rad-Studio trying to get it to show up, and that didn't help).

I'm able to debug apps on it and all is working.

I just looked up the specs on this Tablet and it says it uses the Intel® Atom™ Processor.

Are you saying C++Builder XE8 apps shouldn't function on this device?
I've been testing with this pad all afternoon and the app works fine on it. (I'm not sure why it didn't show up as a valid device originally).

Correct.

I've been testing with this pad all afternoon and the app works fine
on it.

Embarcadero compilers do not support Intel mobile CPUs yet, only ARM mobile
CPUs. However, Intel has an emulation layer named Houdini that runs ARM
code on an Intel CPU. Maybe your device has Houdini installed?
