Is there an API I can use to Pro-grammatically managing accounts

e.g.
from PC A (win 7), I want to add/delete/lock/unlock accounts
on PC B (2003 server or 2008 server).

There must be some kind of an API, if nothing else crudely via the 'net'
program, 'cuz "net user" will allow a fair amount of manipulation, try "net
help user" from command line.

Don't know if there's any support for that sort of thing across machines,
might explore the WMIC functionality (as that will support some things
across machines). In its help, looks like it has a 'useraccount' command
functionality, but I've never used it.
