Draw and move PNG images

I need load a PNG image (background image) and draw it on my form then I need load more PNG image with trasparency ("object images") and draw it on brackground image by pixel coordinates, and then I need move these "object images" on background by coordinates if the user change them. The last thing I need save a PNG of the result image (background and object).

If possible (but I can also avoid it) I'd like the user can also drag the "object image" on background image.

What is the fast way to do it?
Is there a small (light) and freeware VCL component that I can use?
