Dmitry's answer actually point to the right thing - for Seattle its
pretty much the same:

Hmm, According to the Wiki, Tokyo only supports targetting Windows 7 or
later. I dare say Win98 hasn't been supported for a while and I don't
know when WinXP support was dropped.

For Seattle it just says Win 32 so WinXP should be ok but I haven't used
Win98 since Win 2000 (I think the best version of Windows before all the
XP bloat came along).

Someone with more knowledge might be able to fill you in better.

Will stick to VCL for Windows and use FMX only for the other platforms. Thanks.

Support for specific versions of Windows is not dependent on whether FMX or VCL is used; it is dependent on the version
of Delphi. This page outline which platforms are officially supported by which versions of Delphi:

http://docwiki.embarcadero.com/PlatformStatus/en/Main_Page

You may notice that Windows 98 is nowhere to be seen (i.e. sometime prior to XE4), and that XP disappeared at XE6. That
is not to say apps built with XE6 etc will not run on Win 98, XP etc; they are just not officially supported.

Again, this is all irrespective of whether you use FMX or VCL.
