Installed 10.2 Godzilla (the newest one) and it does not recognize Android

Android Target -- nothing listed there. Works fine with Berlin. I don't receive the usual Allow USB Debugging message that comes up with Berlin when I plug in the phone. How do I fix this? It would be great to get Godizilla working since it doesn't have the license activation bug that Berlin and the earlier Godzilla version has.

update: I am copying the Android files from 18.0 over to the 19.0 folders, I'll see if this fixes it.
