I'm not clear how to generate stand-alone apps with Berlin. I think
this much is correct:

Under Project > Options, set the following.

C++ Linker:
Link with Dynamic RTL = false

Packages > Runtime Packages:
Link with runtime packages = false

But what about "Link with the Delphi Runtime Library (...)" under C++
Linker? That defaults to true. Should that be set to false also?

Yes, and has always been true.
