Is there a way to not show the Fire recovery dialog box each time i start up Delphi 10. There are no files listed in the dialog box.

Don't know if you're still looking for an answer to this, but I just resolved the same problem.

In the Registry Editor I found the following key.

HKEY_CURRENT_USER\SOFTWARE\Embarcadero\BDS\17.0\Recover Files

Under this key the folder shown was incorrect - I deleted the invalid entry and next time I started Delphi the problem had disappeared.
